El objetivo de la gestión de casos de consumo de sustancias es ayudar a los residentes a llevar una vida más sana y larga mitigando los efectos del alcohol y las drogas. El objetivo del programa es reducir los comportamientos de riesgo, crear activos y resiliencia y prevenir los comportamientos problemáticos a lo largo de toda la vida. También ofrece educación para la prevención del VIH/SIDA y la reducción de riesgos, proporciona preservativos y material educativo, y presta asistencia técnica a organizaciones comunitarias. Otros servicios son las pruebas rápidas confidenciales del VIH, gratuitas, y las pruebas de detección de ETS, que cuestan 10 dólares.
